About this opportunity

The City of Waycross, Georgia is requesting qualifications for long-term water storage tank inspection and maintenance services under RFQ Project FY27-01, with proposals due October 9, 2026 at 11:00 AM and mandatory pre-bid inspections on September 17, 2026 at 10:00 AM; attendance at the pre-bid inspection is required or proposers face disqualification.

The scope covers full-service maintenance of seven elevated potable water storage tanks totaling 3.75 million gallons capacity—one 750,000-gallon tank and six 500,000-gallon tanks located at Stephenson Street, Marion Street, Lowes, Alice Street, MLK Drive, Ware State Prison, and Claxton. Services include inspection, rehabilitation, repairs, recoating using Tnemec Series Epoxy (prime) and Urethane (finish) coatings, washout, and preventive maintenance. Proposers must demonstrate a minimum of forty total maintenance systems under current contract, including at least twenty systems in Georgia, and must provide a detailed 10-year work schedule. A valid Georgia contractor's license and comprehensive safety programs with staff N.A.C.E. certifications are required. Proposers must disclose any maintenance agreement cancellations in Georgia within the past ten years; firms with more than fifteen cancellations are disqualified.

Insurance requirements include $1 million general liability per occurrence, $5 million umbrella coverage, and $5 million pollution liability coverage with an AM Best rating of A- or better, with the City listed as additional insured. Addendum 1 (issued September 10, 2026) revised the evaluation criteria, removing the Cost Proposal and Inflation Structure category (5 points) and reallocating to Contract Requirements (10 points). Final scoring: Technical Experience and Qualifications (20 points), Project Approach and Methodology (20 points), Staffing and Organizational Capacity (15 points), Past Performance and Cancellations (15 points), Regulatory Compliance and Insurance (10 points), Financial Stability (10 points), and Contract Requirements (10 points). The City reserves up to four weeks to evaluate submissions and may conduct interviews with shortlisted firms. The selected firm will enter an indefinite-term agreement; the City may terminate at will, but the contractor may terminate only for non-payment. Sealed proposals are limited to mail or hand delivery to the City of Waycross Purchasing Department.
