About this file

This is Addendum #1 to a bid solicitation for Project FY27-01 Water Storage Tank Inspection and Maintenance, issued on September 10, 2026. The addendum serves as an official supplement to the original bid documents and provides clarifications and modifications to the selection criteria and insurance requirements. Bidders are required to acknowledge receipt and understanding of the addendum by signing and returning the acknowledgment form included in the document. The addendum modifies the evaluation framework and clarifies insurance coverage thresholds that bidders must meet to be considered for award.

The primary clarification addresses insurance requirements, specifically regarding Pollution Liability Insurance. Bidders must submit a certificate verifying minimum Pollution Liability Insurance coverage of $2,000,000, and the insurance provider must maintain an AM Best rating of A- or better. Additionally, the Selection Criteria Matrix was revised, removing the Cost Proposal and Inflation Structure category (previously worth 5 points) and reallocating those points to Contract Requirements (increased from 5 to 10 points). The revised scoring matrix maintains a total of 100 points across eight evaluation categories: Technical Experience and Qualifications (20 points), Project Approach and Methodology (20 points), Staffing and Organizational Capacity (15 points), Past Performance and Cancellations (15 points), Regulatory Compliance and Insurance (10 points), Financial Stability (10 points), and Contract Requirements (10 points).
