About this opportunity
The City of Utica, located in Macomb County, Michigan, is soliciting bids for a professional construction services contract focused on water service line material verification. The project aims to identify and verify the materials of existing water service lines, with a goal of completing 250 service line verifications before March 31, 2026. Contractors will be required to conduct material verifications within 90 days of receiving address lists, which will be provided in batches of at least 30 addresses. The procurement is designed to help the city comply with amended lead and copper provisions of the Michigan Safe Drinking Water Act. Bid proposals are due on March 31, 2025, at 2:00 p.m. local time, with work expected to commence as weather permits during winter months. Evaluation criteria will likely include unit pricing for various service line verification tasks, potential supplementary work capabilities, and the contractor's ability to complete the specified number of verifications within the designated timeframe. Bidders must submit comprehensive pricing for service line material verification, additional verification excavations, and potential supplementary services such as sewer cleanout repairs and site restoration.
The contract does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. Bidders are required to submit a 5% bid deposit and will need to furnish performance, labor and material, and maintenance bonds if awarded the contract. The total estimated contract value covers the initial verification work, with potential for additional quantities in future years, though no guarantee of extended work is provided. The city reserves the right to award the contract to the proposal that best meets its needs, with pricing mechanisms that include potential escalation rates for work periods from April 1, 2026 to March 31, 2027, and April 1, 2027 to March 31, 2028. While specific budget ranges are not explicitly detailed, the comprehensive nature of the specification document suggests a substantial municipal infrastructure investment. The project represents a critical initiative for infrastructure assessment and potential future water system improvements, with a clear focus on identifying and addressing potential water service line material risks.
