About this opportunity
The City of Gallup, New Mexico, located in McKinley County, is pursuing a sole-source procurement for a Water SCADA System Upgrade Project with SKM Engineering. This non-competitive procurement is being conducted under the City of Gallup Procurement Code Ordinance Section 1-9-17, specifically for a comprehensive upgrade to the existing water supervisory control and data acquisition (SCADA) system. The project encompasses all materials, plant, equipment, and labor required to modernize the system, including installing a new server, workstations, tablets, networking hardware, and radios, replacing obsolete programmable logic controllers (PLCs) and hardware, and replacing existing IFIX and Historian Software with Inductive Automation's Ignition SCADA software. The procurement was released on January 30, 2025, with responses due by March 1, 2025, at 5:00 pm, and the contract term is set for twelve (12) months. Key objectives include improving communication speeds, enabling remote system control, enhancing security with dual-factor authentication, and implementing a VLAN fiber optic backbone with cellular redundancy across approximately 41 water facilities.
The procurement is a sole-source award specifically targeting SKM Engineering, who has been the existing SCADA system installer and service provider since May 2007. There are no explicit set-aside designations or restrictions on organizational types mentioned in the documentation. The vendor's unique qualifications stem from their extensive prior experience with the City of Gallup's water system, intimate knowledge of communication paths, and familiarity with the existing infrastructure. The total anticipated contract value is $1,287,841.14, which includes $1,191,755.83 for base services and $96,085.31 in estimated taxes. The proposal is structured as a time and materials contract with hourly rates ranging from $95 to $215 per hour, depending on personnel type. SKM will provide a 12-month warranty on all equipment, programming, and installation, with estimated annual maintenance costs of $35,713 after the initial warranty period. The maintenance costs include software support, cellular and landline communications, and on-call support.
