About this opportunity
The State of Maine Division of Purchases is requesting sealed bids for two Water Quality Multiprobe Datalogger Instruments, with bids due April 4, 2008.
The scope requires two multiprobe dataloggers capable of long-term, unattended water quality monitoring with comprehensive sensor packages. Each instrument must include temperature sensors (range −5°C to 50°C, accuracy 0.1°C) and optical dissolved oxygen sensors (luminescent type, accuracy 0.1 mg/l across 0–20 mg/l range). The specification document details additional sensor and drift requirements.
Bids must be submitted in sealed form or electronically to the Division of Purchases at 9 State House Station, Augusta, Maine, using prescribed forms with separate unit pricing for each item. The state reserves the right to reject any or all bids, accept items individually or as a group, and adjust ordered quantities by up to 10%.
Award will be made to the lowest responsible bidder based on best value to the State. Evaluation criteria include quality of supplies, conformity with specifications, delivery dates, and ultimate cost. Tie bids favor in-state bidders or those offering Maine-manufactured products. Bidders must prepay all transportation and delivery charges and exclude federal and state sales and use taxes from pricing. Cash discounts under 20 days will not be considered; discount terms under 25 net days may not be considered unless in the state's best interest. Delivery timelines must be stated in definite terms, and any deviations from specified items constitute grounds for rejection. The state is exempt from federal and state taxes on non-resale items.
