About this opportunity
Hillsborough County Public Schools (HCPS) in Florida issued an Invitation to Bid (ITB 26200-ITB-MST) for water fountains, coolers, dispensers, retro kits, parts, installation, renovation, repair, and related labor and materials, with bids due June 23, 2026. The procurement closed with four vendors submitting responses; HCPS issued a Notice of Intent to Award on July 21, 2026, naming Drains Etc as primary awardee with RJM Solutions, Inc. and Tampa Winsupply Company as secondary vendors. Ferguson US Holdings, Inc. was deemed non-responsive for failure to submit all required bid documents.
The scope spans supply and installation of Oasis brand water fountains and coolers (nine units of Vandal Resistant Versacooler II with electronic bottle filler, nine units of Versacooler II with brass bubbler), Elkay brand wall-mounted coolers with multiple configurations and ADA-compliant models, comprehensive parts inventory for both product lines, retrofit kits, and labor services including Monday–Friday operations (50 budgeted hours), overtime, and flat-fee call-out charges for small repairs. The price sheet structures pricing with cost-plus percentages for balance-of-line items, ranging from 0% to 35% markups depending on vendor and product category. Halsey Taylor and Acorn water coolers with associated parts are also included as discount-line items.
Vendor eligibility requires completion of a Vendor Registration Form, submission of a Substitute W-9 form for IRS compliance, certification of non-debarment status, disclosure of any HCPS employee ownership or officer roles, execution of an affidavit prohibiting contracting with entities from foreign countries of concern, and a vendor affidavit under Florida Statutes Section 787.06(13) certifying non-engagement in human trafficking or labor coercion. HCPS encourages Small Business Enterprise registration through its Office of Supplier Development and accepts voluntary demographic information for minority-owned, service-disabled veteran, and women-owned business enterprises. Standard payment terms are 45 days net. The solicitation was distributed to 1,465 vendors via VendorLink and 871 vendors via Euna Open Bids (DemandStar). Protests must be filed within the timeframe prescribed in Florida Statutes Section 120.57(3) with the General Manager of Procurement Services at 901 East Kennedy Boulevard, Tampa, Florida 33602.
