About this opportunity
The City of Wichita is requesting sealed bids for water distribution system and sanitary sewer infrastructure improvements to serve Blue Lake Addition Phase 2, with bids due October 30, 2026 at 10:00 a.m. through the City's Procurement Portal or email to Tracy Jordan at TJordan@wichita.gov.
The scope comprises two groups: Group 1 addresses water line pipe installation, fire hydrant assembly, valve assembly, and site work including clearing, restoration, and seeding; Group 2 covers sanitary sewer pipe installation in multiple diameters, manhole assemblies, riser assemblies, air testing, concrete encasement, fill materials, and construction entrance best management practices. The bid table specifies 23 line items with quantities ranging from single units to over 2,000 linear feet, combining lump sum and measured quantity bids. The project location is north of MacArthur Road and east of Hoover Road in Wichita, Kansas (Sedgwick County). Stormwater runoff will drain to the Wichita-Valley Center Floodway through the City's Municipal Separate Storm Sewer System, and the project triggers NPDES stormwater construction requirements under a Notice of Intent addressing erosion control and sedimentation management across 70.5 acres of disturbance within a 138-acre site.
Bidders must demonstrate a minimum of three years' experience in similar services, possess current City of Wichita or State of Kansas licensing where applicable, and secure a 5% bid bond or annual bid bond prior to bid opening. A performance bond equal to 100% of contract value and a labor and material payment bond running to the State of Kansas in an amount no less than total contract value are required. Insurance requirements include commercial general liability of $1 million per occurrence and $2 million annual aggregate. Work must be completed within 30 total working days from the work order issuance date, which is 30 calendar days after contract award. The award will be determined on the lowest and best total net bid from a responsible and responsive vendor. Small and emerging business participation is encouraged. Questions are due by noon on the Tuesday prior to bid opening. Bids are not withdrawable for 60 days following opening.
