About this opportunity
The City of Long Beach, Department of Health and Human Services, Homeless Services Bureau is requesting bids on drinking water delivery services for persons experiencing homelessness under ITB HE-25-579, with bids due September 4, 2025 at 11:00 AM and questions due August 12, 2025. Addendum No. 1 was issued August 21, 2025 and updated the items list in Long Beach Buys; proposers must acknowledge receipt of the addendum with their bids or face disqualification.
The scope covers weekly delivery and management of bottled water in 8.0-ounce, 16.9-ounce, and 5.0-gallon containers plus dispensers, stands, and caps to the Long Beach Multi-Service Center, Safe Parking Program, Inclement Weather Shelter Programs, and Interim Housing Programs. Minimum anticipated volumes are 60 cases per week for individual bottles and one 5.0-gallon container per week, with actual quantities varying based on operational need. Deliveries must occur weekly including weekends, between 8:00 AM and 3:30 PM Monday through Friday. All water must comply with local, state, and federal labeling regulations including FDA standards. The contractor must establish HSB-reviewed grievance procedures and maintain records for a minimum of five years after contract termination.
The contract will be awarded to the lowest responsible and responsive bidder. Pricing must be submitted as a flat delivery fee covering all costs regardless of distance or quantity; invoices must itemize by delivery location, item description, quantity, and delivery fee. Up to 10 percent of the awarded allocation may cover administrative costs. The City will pay invoices within 30 calendar days on a cost-reimbursement basis. The contract term is one year with options to renew for two additional one-year periods, not to exceed three years total. The City reserves the right to amend contract amount or terminate if funding is not appropriated.
Proposers must complete and submit the Debarment, Suspension, Ineligibility and Voluntary Exclusion Certification and certifications for Equal Benefits Ordinance compliance (if contract value exceeds $100,000 or annual gross receipts exceed $350,000 with City property lease) and Drug-Free Workplace (if federal funding is involved). All submissions must be made through Long Beach Buys at https://longbeachbuys.buyspeed.com/bso/.
