About this file

This document is a HUD Form 50070 Certification for a Drug-Free Workplace issued by the U.S. Department of Housing and Urban Development. The certification applies to applicants receiving federal grant funding through HUD programs and activities. The form requires applicants to commit to maintaining drug-free workplaces at all sites where work is performed in connection with HUD-funded programs. Applicants must establish comprehensive drug-free workplace policies including publishing statements prohibiting controlled substance use, implementing ongoing drug-free awareness programs, and distributing policies to all employees engaged in grant performance. The certification covers all sites of work performance, which must be listed separately with complete street addresses, cities, counties, states, and zip codes.

The certification establishes mandatory compliance requirements for applicants receiving federal grant funding. Applicants must notify employees of drug prohibition policies, establish drug-free awareness programs addressing workplace dangers and available counseling resources, require employee acknowledgment of policies, and ensure employees understand notification requirements for drug-related convictions. Applicants must notify HUD within ten calendar days of receiving notice of employee drug convictions and must take personnel action, up to and including termination, or require participation in approved rehabilitation programs within thirty calendar days of receiving such notice. The authorized official executing the certification attests under penalty of law that all information provided is true and accurate, with warning that HUD will prosecute false claims and statements under 18 U.S.C. and 31 U.S.C. provisions.
