About this opportunity
The State of Utah Division of Purchasing, procuring on behalf of the Utah Department of Corrections, issued an IFB for water delivery services with a proposal due date of September 1, 2026; this procurement has been awarded to the lowest responsive and responsible bidder.
The scope includes delivery of 5-gallon bottled water (spring or purified), 6-packs of 1-gallon distilled water bottles, and hot/cold water coolers to UDC facilities across five designated geographic regions statewide. All water must be potable drinking water with no added ingredients. The contractor must provide deliveries on a minimum bi-weekly schedule unless alternative arrangements are requested by individual UDC locations, coordinate delivery dates and times across all regions per the statewide delivery map, and inspect all rented water coolers annually with repairs or replacements completed within 24 hours of notification at no additional cost. The contractor bears responsibility for any building damage caused by defective equipment. Compensation is all-inclusive on an F.O.B. destination basis, covering all shipping, storage, handling, and delivery costs. Monthly invoices are due by the 10th of each month and must include invoice date, invoice number, date of service, ship-to location, itemized product/service costs, and contract/purchase order number.
The contract term is five years with pricing guaranteed for two years. Price adjustments in subsequent years require at least thirty days' notice and supporting market analysis documentation. The awardee is Primo Brands with unit prices of $5.50 per delivery for 5-gallon bottles, $7.25 per delivery for 1-gallon distilled water containers, and $5.00 monthly rental for water dispensers.
All contractor personnel must obtain background clearance for UDC facility access and complete UDC-required orientation prior to contract implementation. Personnel under 18 or with felony convictions or two or more misdemeanor convictions are prohibited without written exception from the Division Director. Contractors must certify compliance with OSHA bloodborne pathogen standards, Utah Code Annotated 76-5-412 notification requirements, and Utah Statute 63G-27-101 anti-boycott provisions. All bids must conform strictly to standard terms and conditions without exceptions or modifications; bids containing vendor-specific terms will be rejected.
