About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services regarding a contract for Water Delivery Services for the Utah Department of Corrections. The solicitation, issued as an Invitation for Bid (IFB), sought vendors to provide distilled water, bottled water, and water dispenser services. The contract term is five years, with vendors required to guarantee pricing for a minimum of two years. The award was made to the lowest responsible and responsive bidder, and the intended awardee information is contained in accompanying award documentation available on the state's public purchasing website.

The memo emphasizes that award notification does not constitute a contract; only an executed Purchase Order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a binding agreement. The awarded vendor is prohibited from beginning work, purchasing materials, or entering into subcontracts until both parties have executed the contract or PO. Vendors have seven days from the issuance of this notice to submit any formal protests to the Procurement Officer. The state indicated that it would contact the awardee with next steps regarding contract execution and implementation.
