About this opportunity
The Boxelder Sanitation District in Larimer County, Colorado, is issuing a Request for Qualifications (RFQ) for a Wastewater Treatment Plant Upgrade project through a Construction Manager at Risk (CM@R) delivery method. The district is seeking experienced General Contracting firms to design and construct upgrades to its existing wastewater treatment plant, with a specific focus on two primary components: replacing collection manhole structures with prebuilt pump stations and installing a recuperative thickener. Contractors must demonstrate significant experience in wastewater treatment plant construction, maintain a regional business office, be registered in Colorado, and possess sufficient performance and payment bonding capacity. The RFQ responses are due on May 16, 2025, at 2:00 p.m., with notification of pre-qualified firms expected by May 28, 2025. The selected General Contractor will provide pre-construction services including cost estimating, scheduling, constructability reviews, and value engineering, with the goal of establishing a Guaranteed Maximum Price (GMP) contract.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project anticipates a Notice to Proceed and GMP Contract in February 2026, with construction commencing in March 2026. While specific budget ranges are not disclosed in the provided documentation, the project involves substantial infrastructure upgrades including comprehensive modifications to existing wastewater treatment systems. The contract will be implemented in multiple phases: design and construction, start-up, and post-construction, with the General Contractor expected to collaborate closely with district staff and the design engineer. The project requires integrating new prebuilt pump stations with existing gravity systems, upgrading polymer feed systems, and modifying potable and non-potable water lines. The district will select the General Contractor no later than the completion of the 60% design phase, ensuring a collaborative and comprehensive approach to the wastewater treatment plant upgrade.
