About this opportunity

Clay County Utility Authority is accepting bids on wastewater residuals hauling and disposal services for seven Water Reclamation Facilities with bids due June 3, 2026 at 2:00 p.m. Eastern Time under ITB format. Questions are due May 13, 2026 and intent to bid is due May 15, 2026.

The scope requires furnishing all transportation, labor, equipment, and final disposal of wastewater residuals and contaminated soils generated at CCUA facilities. Estimated annual volumes are 165–215 wet tons per month of liquid sludge (averaging 1.22% dry solids) and contaminated soil ranging from 160 to 432 tons annually based on historical production. Respondents must maintain compliance with Florida Administrative Code 62-640 and obtain all required local, state, and federal permits. Hauling operations must be available 365 days per year with 24-hour emergency response capability within four hours of notification. The respondent assumes responsibility for all fines, penalties, and surcharges related to permit or compliance violations; if permit failures force CCUA to use alternate disposal, the respondent must reimburse CCUA for increased costs. CCUA reserves the right to inspect proposed disposal sites prior to award and may suspend operations if odor or environmental issues occur.

Respondents must carry comprehensive insurance including general liability ($1 million per occurrence/$2 million aggregate), auto liability ($500,000 combined single limit), and workers' compensation at Florida statutory limits. Respondents must provide three references from governmental agencies for similar services performed within the past ten years. Pricing is submitted on a unit-cost basis for liquid sludge (per gallon) and contaminated soil (per cubic yard); total annual compensation will be determined based on bid submissions.

The contract term is one year from effective date with four optional one-year renewal periods available by mutual written agreement. A non-mandatory Board of Supervisors meeting is scheduled for June 16, 2026.
