The successful respondent must furnish all transportation, labor, equipment, and final disposal services, with estimated annual volumes of 165-215 wet tons per month of liquid sludge (averaging 1.22% dry solids) and contaminated soil quantities based on historical production data ranging from 160 to 432 tons annually. The solicitation was released on May 1, 2026, with a bid submission deadline of June 3, 2026, at 2:00 PM Eastern Time. A non-mandatory Board of Supervisors meeting is scheduled for June 16, 2026. The contract term is one year from the effective date with four optional one-year renewal periods available by mutual written agreement. Respondents must submit questions by May 13, 2026, indicate intent to bid by May 15, 2026, and provide three references from governmental agencies for similar services performed within the past ten years.
Pricing is submitted on a unit cost basis for liquid sludge (per gallon) and contaminated soil (per cubic yard), with the total annual compensation not to exceed an amount to be determined based on bid submissions. The successful respondent must maintain compliance with Florida Administrative Code 62-640 and obtain all required local, state, and federal permits for transportation, treatment, and disposal. Respondents must carry comprehensive insurance including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), auto liability ($500,000 combined single limit), and workers' compensation at Florida statutory limits. Hauling operations must be available 365 days per year with 24-hour emergency response capability within four hours of notification. The respondent is responsible for all fines, penalties, and surcharges related to violations, and if permit maintenance failures cause CCUA to use alternate disposal methods, the respondent must reimburse CCUA for increased costs. CCUA reserves the right to inspect proposed disposal sites prior to award and may suspend operations if odor or environmental issues arise.
