About this opportunity
The County of Volusia is requesting bids on waste tire processing and transportation services at two facilities—Tomoka Farms Road Landfill in Port Orange and West Volusia Transfer Station in DeLand—with proposals due September 24, 2026 at 3:00 p.m. through the County's eProcurement Portal. A local preference of up to 5% applies to vendors with permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County.
The County receives approximately 2,000 tons of waste tires annually, including passenger, light truck, tractor-trailer, and oversized tires in both rimmed and de-rimmed conditions. Contractors must remove and process waste tires at least twice per month or on an on-call basis to prevent accumulation exceeding 5,000 tires at collection sites. All waste tires must be recycled off-site in compliance with Florida Administrative Code 62-701. Vendors must be registered as a Florida Department of Environmental Protection Waste Tire Collector and submit approved waste tire processing facilities, transportation methods, processing systems, and end-use plans.
The initial contract term is three years with two optional one-year renewals, contingent on mutual written agreement and County Council approval. Award will be made to the lowest responsive and responsible bidder. Contractors must submit per-ton pricing and waste tire manifests with each invoice. Payment is due within 45 business days of receipt of undisputed invoices, with interest not to exceed 1% per month on invoices unpaid after 30 days. The County uses certified scales to weigh tire loads, with net weight recorded on County scales serving as the basis for per-ton payment.
Evaluation criteria include total cost, timely delivery capability, Florida DEP Waste Tire Collector registration, submission of approved processing facilities, and past performance documentation from three references completed within the last three years of comparable magnitude work. Contractors may petition annually for price redeterminations based on documented increases in wages, fuel, or materials costs calculated using the Employment Cost Index or Producer Price Index. All contractor personnel must comply with E-Verify requirements. Required insurance includes commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), workers' compensation with waiver of subrogation, auto liability ($1,000,000 combined single limit), and pollution liability ($1,000,000 per claim, $2,000,000 aggregate). Questions were due September 10, 2026. The incumbent under a prior contract was Empire Tire of Edgewater, LLC.
