Bidders must supply samples for evaluation and guarantee replacement of defective or damaged items within 48 hours at no cost to the City. Electronic bids must be submitted through the City's e-Procurement Portal (ProcureNow) no later than 10:15 a.m. on Tuesday, February 10, 2026, with the bid opening occurring publicly on the same date with optional Zoom viewing capability; the question submission deadline is February 5, 2026, at 12:00 p.m., and no pre-bid conference will be held. The contract award will be made to the lowest responsive and responsible bidder in accordance with N.J.S.A. 40A:11-4, with the City retaining the right to award in whole or part and to multiple vendors, with contract duration of one or two years at the City's discretion.
All bidders must comply with New Jersey affirmative action requirements, submit proof of New Jersey business registration, complete a Statement of Ownership Disclosure, provide non-collusion affidavits, and certify non-involvement in prohibited activities in Iran and Russia/Belarus through the required federal and state certification forms including the Federal Non-Debarment Certification, Disclosure of Iran Investments, and Disclosure of Prohibited Activities in Russia or Belarus. Bidders must also submit a completed Form W-9 for tax identification purposes and maintain required insurance with the City listed as additional insured, in addition to complying with prevailing wage requirements if applicable. The City is exempt from sales and use taxes and will not reimburse such taxes included in invoices, and no minimum purchase is guaranteed under this contract. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific budget range or award value is specified; rather, award will be determined by competitive bidding on the line-item commodities with the City reserving the right to increase or decrease quantities based on actual requirements throughout the contract term.
