About this opportunity
Washington County, Oregon is requesting proposals for a comprehensive Transportation System Plan (TSP) update under RFP Washington County TSP Update, with proposals due July 8, 2026 at 2:00 p.m. and a pre-proposal conference on June 10, 2026 at 10:30 a.m. via Microsoft Teams. The consultant team must demonstrate expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations.
The scope spans three phases: Phase 1 encompasses project management, community engagement, plans and policy review, system inventory analysis, future conditions assessment, and alternatives analysis; Phase 2 focuses on subregional community engagement and evaluation of strategic capacity improvements under OAR 660-012-0830; Phase 3 integrates prior work into the adopted TSP, develops a financially constrained project list, and produces Title VI and equitable outcomes reporting. The TSP must comply with Oregon's Transportation Planning Rule as revised in 2022 under the Climate-Friendly and Equitable Communities rulemaking, establish a 2050 planning horizon, and include a major equity analysis under OAR 660-012-0135 to determine benefits and burdens to underserved populations. The project builds on recent planning work including the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update. Community engagement is positioned as central to the project, not supplementary.
The initial contract term is two years with options to renew for up to five additional years, maximum five-year term. Proposals must not exceed 15 pages. Evaluation criteria in Phase 1 include page count compliance (10 points), qualifications and relevant experience with Oregon TSP updates and strategic capacity reviews (30 points), community engagement approach focused on underserved populations and equity analyses (25 points), technical approach and multimodal system understanding (25 points), project management and team structure (10 points), and budget management on comparable projects (10 points). Phase 2 evaluation may include interviews for top-ranked proposers, weighted at 50 points. Questions are due June 26, 2026 at 5:00 p.m., and contractor selection is anticipated for July 24, 2026. All proposals become County property, and the County reserves the right to reject any or all proposals and cancel the award if deemed in the County's best interest.
Opportunity text
Washington County is updating its Transportation System Plan (TSP) for regulatory compliance and to establish a planning horizon of 2050. The TSP serves as the transportation element of Washington County's Comprehensive Plan and guides the policies, projects, and programs that help manage, operate, and improve the transportation system.
This update is intended to respond to significant revisions to Oregon's Transportation Planning Rule adopted in 2022 under the Climate-Friendly and Equitable Communities (CFEC) rulemaking. The project will update goals and objectives, conduct a system inventory and needs assessment, evaluate strategic capacity improvements under OAR 660-012-0830, conduct a major equity analysis to determine benefits and burdens to underserved populations under OAR 660-012-0135, and build a financially constrained project list aligned with regional climate and VMT reduction targets. The update builds on recent planning work, including the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update.
Community engagement is central to this project - not a supplementary task. The County is seeking a consultant team with demonstrated expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations. This is a technically complex, multi-year effort with significant regulatory, community, and political dimensions.
