Washington County TSP Update

2. 2. Introduction

The following instructions, terms, and conditions apply to all solicitations to provide either goods or services to Washington County.

1. 2.1. Summary

Washington County is updating its Transportation System Plan (TSP) for regulatory compliance and to establish a planning horizon of 2050. The TSP serves as the transportation element of Washington County's Comprehensive Plan and guides the policies, projects, and programs that help manage, operate, and improve the transportation system.

This update is intended to respond to significant revisions to Oregon's Transportation Planning Rule adopted in 2022 under the Climate-Friendly and Equitable Communities (CFEC) rulemaking.

The project will update goals and objectives, conduct a system inventory and needs assessment, evaluate strategic capacity improvements under OAR 660-012-0830, conduct a major equity analysis to determine benefits and burdens to underserved populations under OAR 660- 012-0135, and build a financially constrained project list aligned with regional climate and VMT reduction targets. The update builds on recent planning work, including the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update.

Community engagement is central to this project - not a supplementary task. The County is seeking a consultant team with demonstrated expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations. This is a technically complex, multi-year effort with significant regulatory, community, and political dimensions.

Washington County TSP Update

3. 3. Overview and Purpose

1. 3.1. Overview and Purpose

The scope of work directs the consultant to support Washington County in completing a major update to its Transportation System Plan. The update must comply with Oregon's Transportation Planning Rule (TPR) and result in an adopted TSP.

The County will lead the project through a project management team (PMT) composed of key LUT planning, engineering, and public involvement staff. Consultant will manage day-to-day project coordination, lead technical analysis, and support community engagement. Specific responsibilities for each task will be detailed in the full scope of work.

The scope is organized into three phases. Summaries for each Phase is provided below. The full scope of work and budgets for all Phases will be negotiated with the selected consultant.

2. 3.2. Phase 1 - Countywide Policy and Technical Foundation

Task 1. Project Management.

Project management activities include a kickoff meeting, regular PMT meetings with agendas and summaries, monthly progress reports, and coordination with partner agencies and municipalities. A detailed schedule will be developed and approved at kickoff.

Task 2. Community Engagement

Community engagement activities run throughout Phase 1 and drive the overall project schedule. Key elements include:

• Community Engagement Plan. A Community Engagement Plan will be developed detailing goals, strategies, decision-making roles, and methods to involve the community with a specific emphasis on underserved populations consistent with OAR 660-012-0130.

• Community Profile. A Community Profile will identify geographic concentrations of underserved populations, key destinations, existing activity centers, and travel patterns consistent with OAR 660-012-0125.

• Community Engagement Activities. Engagement activities will include stakeholder interviews, public open houses, targeted focus groups, online engagement, interest group briefings, and Planning Commission and Board of Commissioners briefings.

• Community Impact Review. A technical memorandum will assess how current and past land use, transportation, and housing policies have harmed or are likely to harm underserved populations, consistent with OAR 660-120-0135.

• Advisory Committees. The Community Advisory Committee (CAC) and Interagency Coordination Committee (ICC) will be convened and managed at key project milestones.

Washington County TSP Update

CAC meetings facilitation, agenda, materials. and summary reports of committee recommendations are included in the scope.

Task 3. Plans, Policy, and Code Review

Plans, policies, and regulations adopted since the 2014 TSP update will be reviewed for consistency with current TPR requirements. Key elements include:

• Policy Framework Review. A technical memorandum will summarize relevant plans, policies, and regulations at the state, regional, and local levels, and identify areas where updates are needed.

• Goals, Objectives, and Performance Measures. Updated goals, objectives, strategies, and evaluation criteria will be developed. A performance and system prioritization framework, including minimum facility standards for pedestrian, bicycle, transit, and roadway modes, will be developed.

• Land Use and Code Review. The Community Development Code and Community Plans will be audited for alignment with CFEC requirements under OAR 660-012-0330.

• Development Review Procedures Update. Transportation Development Review procedures (R&O 86-95) will be updated to incorporate new system performance measures.

Task 4. System Inventory and Existing Conditions Analysis

Comprehensive system inventories will be developed consistent with OAR 660-012-0505, -0605, -0705, and -0805, building upon existing data. Inventories will cover land development and natural constraints, pedestrian, bicycle, public transportation, roadway, freight, transportation options, and air systems. Existing conditions will be analyzed to identify gaps and deficiencies across all modes, applying performance measures and standards established in Task 3. A countywide funding analysis will be conducted covering revenue history, expenditures, and forecasted funding availability.

Task 5. Future Conditions and Needs Assessment

Future transportation system conditions will be assessed based on population and employment forecasts and future travel demand modeling coordinated with Metro. The analysis will compare future and existing VMT per capita and identify projected deficiencies and needs across all modes, incorporating safety analysis from the Transportation Safety Action Plan. Performance measure options and alternatives will be developed for community and committee review before system performance measures are finalized.

Task 6. Alternatives Analysis

Transportation solutions will be identified and evaluated to address deficiencies and needs. The analysis will apply the evaluation framework developed in Task 3. The solutions analysis technical memorandum will include a description of needs to be addressed, proposed solutions, evaluations process, potential impacts, cost estimates, project location maps, and table comparing solutions against evaluation criteria.

Washington County TSP Update

3. 3.3. Phase 2 - Subregional Engagement and Solutions Development

Phase 2 applies the countywide foundation to subregional contexts through localized engagement, multimodal solution analysis, strategic capacity improvement evaluation, and preliminary project prioritization.

Task 7. Subregional Community Engagement

Subregion-specific engagement strategies will be implemented to address localized transportation needs and priorities, with emphasis on underserved communities. Engagement will include targeted surveys, workshops, focus groups, and online tools. Subregions group communities with shared transportation networks, land use patterns, and planning contexts.

This structure allows the project to address localized priorities while maintaining countywide consistency. Engagement findings will be documented and used to inform solutions development and preliminary project prioritization.

Task 8. Solutions Development

• Existing TSP motor vehicle capacity projects subject to re-examination under OAR 660- 012-0830 will be identified and a facility impact assessment will be prepared describing the purpose and need for each proposed facility, affected jurisdictions and populations, and relevant transportation system gaps and deficiencies. A community engagement strategy will be developed for each strategic capacity project consistent with OAR 660- 012-0830(4), including an engagement-focused equity analysis as provided in OAR 660- 012-0135(4). The Board of Commissioners will review and authorize which projects proceed to full strategic capacity evaluation.

• Strategic Capacity Improvement Evaluations. For each project authorized by the Board of Commissioners in Phase 1, a full strategic capacity evaluation will be conducted consistent with OAR 660-012-0830. A community engagement strategy will be developed for each project, including an engagement-focused equity analysis. Each engagement section will identify opportunities for public participation, a schedule of engagement activities, and reporting to affected jurisdictions.

• Subregional Project Prioritization. Preliminary subregional prioritized lists of multimodal projects will be established. Ranking will be informed by system inventories, public engagement, and regulatory criteria. These lists will serve as inputs to countywide project prioritization in Phase 3.

4. 3.4. Phase 3 - Countywide Synthesis and Adoption

Phase 3 integrates prior phase work into the adopted TSP, including countywide project prioritization, a financially constrained project list, a strategic capacity authorization report, a Title VI and equitable outcomes report, and the draft TSP document for Planning Commission and Board of Commissioners adoption.

Task 9. Project Prioritization

Washington County TSP Update

• Strategic Capacity Authorization Reports. The evaluation of each strategic capacity project will culminate in an authorization report recommending the alternative or alternatives selected to advance in the TSP, consistent with OAR 660-012-0830(8) and (9). Authorization reports will be presented to the Planning Commission and Board of Commissioners.

• Project Funding Tiers and Financially Constrained Project List. Projects will be categorized into funding tiers based on prioritization factors and evaluation results. The financially constrained project list will be developed from the top-scoring projects, with planning-level cost estimates not to exceed 125% of projected available funding. The list must demonstrate reductions in per capita VMT consistent with OAR 660-012-0160, show that burdens on underserved populations are no greater than and benefits are at least equal to those for the general county population, and demonstrate progress toward performance targets in the 2023 Regional Transportation Plan Appendix J. Projects not included in the financially constrained list will have identified pathways for future inclusion, including thresholds for amendments and substitution of similar projects.

Task 10. Draft TSP Adoption and Implementation

• Title VI and Equitable Outcomes Report. A Title VI report will be prepared documenting engagement processes and outcomes across all project phases for all income, race, gender, and age groups. The report will include summaries of all public engagement activities; analysis of qualitative and quantitative data, including lived experience, on how proposed changes affect underserved populations; a review of transportation performance measures for progress toward key community outcomes; a summary of how preferred solutions advance key community outcomes; and a summary of strategies implemented that provide benefit and/or reduce negative impacts to underserved communities. .

• Draft Transportation System Plan. The draft TSP will compile all technical memoranda, prioritized project lists, funding tiers, development code amendments, and engagement records into a single document for Planning Commission and Board of Commissioners adoption. Supporting materials not formally adopted will be included as appendices. The adoption process will include preparation of an adoption ordinance with staff report, findings, and presentation materials. Project submittals to Metro's 2028 Regional Transportation Plan update will be coordinated concurrent with the adoption process.
