About this opportunity

This Request for Bid (RFB 758 2300000086) issued by the Commonwealth of Kentucky Department of Juvenile Justice (DJJ) on August 11, 2022, seeks vendors to supply and install washers, dryers, and a dishwasher across four regional juvenile detention centers located in Paducah, Louisville, Lexington, and Jackson. The procurement comprises six line items organized into four geographic groups: two stackable washer/dryer sets for McCracken Regional Juvenile Detention Center, one commercial dishwasher for Jefferson Regional Juvenile Detention Center, and one commercial washer and one commercial dryer each for Fayette and Breathitt Regional Juvenile Detention Centers. Specified manufacturers include Speed Queen, Jackson, Milnor, and Huebsch equipment, though vendors may propose approved equal brands with sufficient descriptive literature. All bids must include equipment delivery, installation, and removal and disposal of existing equipment. Written vendor questions were due by August 17, 2022, at 10:00 a.m. ET, with bid responses due by August 24, 2022, at 1:30 p.m. ET, and all pricing must remain valid for a minimum of 60 calendar days following the bid due date. Evaluation will be conducted using a best value ranking approach weighted at 90 points for price and 10 points for delivery time in working days, with penalty provisions of 1 percent per day deducted from invoices for late deliveries. Site visits are available but not required at each facility, and quotations must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis with vendors responsible for all freight charges.

Bidders must be registered in the Commonwealth's Vendor Self Service System prior to submission and must submit an Annual Affidavit certifying compliance with Kentucky statutes governing campaign finance laws, sales and use tax registration, state tax obligations, trade boycott prohibitions, and anti-corruption provisions. Kentucky resident bidders receive reciprocal preference, and qualified nonprofit agencies for individuals with severe disabilities and Kentucky Correctional Industries receive additional preference points. Selected contractors must submit Revenue Form 10A100 and other required documentation before contract award. Warranty coverage ranges from one to five years for parts and labor depending on equipment type. Vendors are responsible for providing their own equipment for unloading and installation at McCracken and Breathitt facilities, as DJJ equipment will not be available; however, such assets will be provided at Fayette. The solicitation does not specify a total contract value or budget range in the available documentation. For additional information, prospective bidders should contact Evelyn Osborne at 502-564-0552.
