The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Juvenile Justice, issued Request for Bid (RFB) 758 2300000508 for the procurement of commercial laundry equipment on February 16, 2023, with a bid closing date of March 2, 2023, at 1:30 PM ET. The procuring jurisdiction is Campbell County, specifically for delivery and installation at the Campbell Regional Juvenile Detention Center in Newport, Kentucky. The procurement consists of two line items: one commercial washer with a 40-pound capacity (Milnor Model #30015T6X EP Express or approved equal) and one commercial dryer with a 55-pound capacity (Huebsch Model #HT055 or approved equal). Vendors must provide complete delivery, installation, setup, and removal and disposal of existing equipment, with all equipment and materials for unloading and installation to be vendor-supplied; the equipment must fit through a doorway measuring 34 inches wide by 84 inches high. Written vendor questions were due by February 23, 2023, at 10:00 AM ET, and all bids must be submitted electronically through the Commonwealth eProcurement system with vendors required to register in the Vendor Self Service System at least 24-48 hours prior to submission. Evaluation of bids will be based on best value methodology with price weighted at 90 points and delivery time weighted at 10 points, for a total of 100 points, with the lowest bidder receiving maximum price points and subsequent bidders scored proportionally; delivery time must be stated in specific working days with the lowest delivery time receiving maximum points, and failure to meet contracted delivery dates results in a 1% daily deduction from invoices. Vendors proposing alternate brands or specifications must submit descriptive literature for equality verification, and all bids must include all line items or face rejection.
Reciprocal preference applies to Kentucky resident bidders and qualified bidders as defined under KRS 45A.490-494 and 200 KAR 5:410, with Kentucky Correctional Industries eligible for a 20% preference and other qualified bidders eligible for a 15% preference. All vendors must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus auto insurance coverage, with proof required via ACCORD forms prior to award; quotations must be F.O.B. Destination Freight Prepaid and Allowed with the vendor bearing all shipping costs. Tax exemption applies to the procurement, and quoted prices must exclude federal excise taxes and Kentucky sales or use taxes. No incumbent vendor or budget range was specified in the solicitation documents; however, the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. All bidders must complete and submit a notarized Annual Affidavit for Bidders, Offerors and Contractors in accordance with Kentucky statutes KRS 45A.110 and 45A.115, certifying compliance with state campaign finance laws.
