About this opportunity
The Oregon Department of Transportation (ODOT), on behalf of Wasco County, issued a Mini-RFP for Architecture & Engineering and Related Services to update the County's 2009 Transportation System Plan (TSP) under the Transportation and Growth Management (TGM) Program, designated as file code TGM 4B-24. The project scope encompasses comprehensive planning services to update the existing TSP to address all transportation modes—vehicular, bicycle, pedestrian, and transit systems—across a 20-year planning horizon through 2045 in accordance with current state policies, laws, and rules. Primary deliverables include technical memoranda covering plans and policy review, goals and objectives, existing conditions and future conditions analyses, alternatives analysis, preferred plan identification, and a final Updated TSP with implementing ordinances. The project requires traffic analysis using Highway Capacity Manual (HCM) procedures, multimodal transportation planning, safety analysis, and funding program recommendations, along with extensive public involvement through Technical Advisory Committee (TAC) and Project Advisory Committee (PAC) meetings, virtual open houses, and coordination with six incorporated cities within Wasco County. Proposals must be received via OregonBuys by April 13, 2026, with questions due three calendar days prior; award notification is estimated within five business days after scoring completion. Evaluation criteria include relevant experience of key staff (45 points maximum), project approach and cost effectiveness (45 points maximum), work samples demonstrating similar project experience (10 points maximum), and potential interview/follow-up questions (up to 50 points), for a maximum possible total score of 150 points. All proposing consultants must maintain an Oregon-registered Professional Engineer (civil or traffic) with expertise in traffic analysis who will maintain responsible charge of the work and apply their official seal to all deliverables.
This procurement is restricted to nine pre-qualified consultants holding Price Agreements in the Transportation Land Use Planning 2021 (TLUP '21) series: Alta Planning + Design, David Evans and Associates, DKS Associates, HDR Engineering, Jacobs Engineering Group, Kittelson & Associates, Parametrix, Toole Design Group, and WSP USA. No Disadvantaged Business Enterprise (DBE) goals or reporting requirements have been established for this federally funded work pending implementation of the updated DBE Interim Final Rule, and the DBE goal is currently set at 0% as the project is state-only funded. The project is anticipated to start in Spring 2026 and be completed by Winter 2027, with an approximate project timeline of 10-12 months following the Notice to Proceed, including monthly delivery schedules and required updates to the Wasco County Planning Commission and Board of Commissioners. Compensation will be determined by ODOT and may be structured as fixed price per deliverable, fixed price per task, time and materials up to a maximum not-to-exceed amount, or a mixed approach, with payment based on completion of or acceptable monthly progress on tasks and deliverables; the sample Work Order Contract indicates a fixed-price compensation structure with a Not-To-Exceed (NTE) amount covering all direct and indirect costs, profit, and contingency. Federal funding through the Transportation and Growth Management Program and Federal Highway Administration, supplemented by local government and State of Oregon funds, finances the project. Proposals are firm offers valid for not less than 180 days following the Bid Opening Date, and ODOT reserves the right to make additional awards up to nine months following the Mini-RFP closing if agreement with the top-ranked proposer cannot be reached.
