About this opportunity

The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement with Walmart Connect for a "Fresh from Florida" Grocery Retailer Marketing Program. This unique procurement is specifically for marketing services targeting the promotion of Florida agricultural products through diverse channels, including circular advertisements, in-store promotions, digital platforms, magazines, television, and social media advertising. The contract, set to run from execution through June 30, 2026, requires the vendor to be a non-paid member of the "Fresh From Florida" Industry Membership program and authorized to provide marketing services within Walmart's digital platforms and retail stores. Prospective vendors who believe they can provide comparable commodities or services must submit relevant information to the department by October 20, 2025. The marketing services will encompass coordinating in-store promotions across Walmart locations, executing in-store demonstrations, planning digital advertisements on department display screens, conducting category-specific and seasonal events, implementing in-store audio advertisements, and publishing website and social media advertisements.

The procurement appears to have no specific set-aside designations or restrictions for disadvantaged enterprises, focusing instead on Walmart Connect's unique capabilities to reach over 150 million U.S. customers weekly. Walmart Connect is positioned as the sole source for these marketing services, leveraging their extensive retail network and digital platforms. The estimated contract amount is approximately $250,000, with a maximum potential budget of up to $400,000. If the Department determines after reviewing potential vendor information that the services are indeed available only from a single source, they will post a notice of intent to enter an agreement on the Vendor Information Portal, in accordance with Section 120.57(3) of Florida Statutes. This procurement is explicitly not a traditional request for bid or proposal, but rather a statutorily mandated fifteen-business-day advertisement of an intended single-source procurement.
