About this opportunity

The City of Altamonte Springs in Seminole County, Florida, is pursuing a single/sole source procurement for Neptune potable and reclaimed water meters and associated parts, with Ferguson US Holdings designated as the exclusive supplier. The procurement seeks to standardize water meter infrastructure through a three-year contract covering water meter acquisition and related components. Key objectives include maintaining consistent installation processes, reducing spare parts inventory, minimizing meter reading errors, and enabling more accurate prediction of meter failure based on replacement history. The procurement process allows interested vendors to submit alternate solutions that could potentially overcome the sole source justification, with all responses required to be submitted directly to Procurement Manager Roxana Siaca at RSiaca@altamonte.org by 4:30 pm on Thursday, October 31, 2024. Vendors must provide detailed documentation demonstrating their ability to supply equivalent commodities or services, and the city reserves the right to evaluate submissions to determine if legitimate competitive alternatives exist.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations, making it potentially open to a broad range of vendors. The existing infrastructure is predominantly equipped with Neptune meters, which are considered competitively priced within the industry and are proprietary products exclusively distributed by Ferguson US Holdings. The total estimated purchase amount for the procurement is $250,000.00, covering fiscal years 2025 through 2028. The city's approach suggests a preference for maintaining technological consistency and operational efficiency through a standardized meter system. While the procurement allows for alternative proposals, the extensive justification for the single source designation indicates a strong preference for continuing with the current Neptune meter system and Ferguson US Holdings as the primary supplier.
