About this file
This is a Notice of Intent (SS-25-009-RS) from the City of Altamonte Springs, Florida, seeking to waive the solicitation process and approve a single/sole source procurement for Neptune potable and reclaimed water meters and associated parts. The city intends to designate Ferguson US Holdings as the exclusive supplier for these water meters over a three-year period, with a total estimated purchase amount of $250,000.00. The response deadline is set for 4:30 pm on Thursday, October 31, 2024, during which interested vendors can submit alternate solutions that address the sole source justification.
The procurement is driven by the city's existing infrastructure, which predominantly uses Neptune meters in its distribution system. The justification for the single source procurement includes maintaining consistency of installation, reducing spare parts, minimizing meter reading errors, and enabling more accurate prediction of meter failure based on replacement history. Neptune meters are described as competitively priced compared to industry counterparts, and they are proprietary products solely distributed by Ferguson US Holdings. The city reserves the right to request additional information from responding vendors and will evaluate any submissions to determine if bona fide competition exists, with a potential recommendation to the City Commission for waiving the standard solicitation process.

NOTICE OF INTENT
SS-25-009-RS
Waive Solicitation and Approve Single/Sole Source – Neptune Potable and Reclaimed Water
Meters and Associated Parts-Annual Requirements
Response Deadline: 4:30pm, Thursday, October 31, 2024
The City of Altamonte Springs intends to waive the solicitation process, declare Neptune Meters as a single source (standardize) product, and designate Ferguson US Holdings as a sole source supplier of potable and reclaimed water meters and associated parts for a three-year period per the reasons stated below. The approximate cost to obtain parts through a three-year period is $250,000.00.
Justification:
The City of Altamonte Springs predominantly has Neptune meters in the distribution system.
The benefits of standardization by designating a vendor as a single source are consistency of installation, less spare parts, less meter reading errors and less loss of revenue by being able to predict meter failure based brand replacement history.
Neptune meters are also competitively priced when compared to their counterparts in the industry. Changing the brands or manufacturers would compromise the continuity that has been established throughout the City.
Neptune Meters are proprietary products, which are solely distributed by Ferguson US Holdings.
Interested Vendors (firms or individuals) that can sell the goods/provide the services to the City can respond with an alternate solution that overcomes the sole/single source reasons stated on the sole/single source documentation, along with sufficient detailed convincing documentation, regarding their ability to supply equivalent commodities or services. The Vendor’s response must be sent directly to the City of Altamonte Springs Procurement Division to the attention of Procurement Manager Roxana Siaca-Jones at RSiaca@altamonte.org and received no later than 4:30 pm, Thursday, October 31, 2024. The City reserves the right to require the responding Vendor to submit additional information as it may deem necessary, and may consider any evidence available to it of the financial, technical, and other qualifications and abilities of the responding Vendor.
This is not a request for bids or proposal and there is no solicitation available. The City will not consider any responses as a proposals, bids, or quotes. Any responses received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists.
If it is determined by City staff, after reviewing any information received from responding vendors, that sole/single source justification stands and that the commodities or contractual services are available only from a sole/single source, the City shall prepare a recommendation to the City Commission requesting approval waive the solicitation process and the sole/single-source purchase.
