About this opportunity
The Oregon Department of Administrative Services, State Procurement Services, is requesting bids on behalf of the Department of Public Safety Standards and Training (DPSST) for removal and replacement of a VRF cooling system at the DPSST facility in Salem, with bids due November 3, 2026 at 2:00 PM Pacific Standard Time, and a voluntary pre-bid conference on October 14, 2026 at 9:00 AM at the project site.
All bidders must hold current licensure with the Oregon Construction Contractors Board prior to bidding. Work is subject to prevailing wage requirements as established by the Oregon Bureau of Labor and Industries for Marion County, BOLI Region 3 (effective September 3, 2026) and State Buy America requirements mandating that steel, iron, coatings, and manufactured products be produced in the United States. The successful bidder must obtain performance and payment bonds each equal to 100% of the contract price and complete criminal record checks for all on-site employees at the Owner's expense.
The scope includes removal of the current VRF cooling system with two towers in Building E, purchase and installation of a new cooling system with associated ductwork, system testing and balancing, staff training, and integration with the existing building automation system. The contractor must maintain operational status of all existing building systems during construction and accommodate Owner occupancy. Construction is scheduled for standard work weeks (Monday–Friday, 6:00 AM to 5:00 PM) with potential weekend work if Owner-approved. A preconstruction conference must be held within seven days of Notice to Proceed, with progress meetings at maximum weekly intervals thereafter.
The estimated contract value is between $400,000 and $475,000. Substantial completion is required by June 1, 2027, with final completion by June 30, 2027. No liquidated damages apply for failure to meet the substantial completion date. Bidders must submit lump-sum pricing and provide bid security equal to 10% of the total bid amount. Award is contingent upon receipt of sufficient project funding. Additional site access is available October 19 at 1:00 PM and October 21 at 9:00 AM with pre-registration. A public bid opening will occur via Microsoft Teams immediately following the deadline.
