About this file
This is a Technical Specifications document for the Department of Public Safety and Standards Training (DPSST) Building E VRF Cooling System Replacement project, identified as SWE#240024.01. The project involves the removal of two existing variable refrigerant flow (VRF) systems that have exceeded their expected service life and the installation of two new VRF systems, along with minor electrical power distribution modifications and condensate drain line adjustments. The work includes system removal, equipment purchase and installation, ductwork, testing and balancing, staff training on the new system, and integration with the existing building automation system. The project is located at DPSST facilities in Oregon, and work must maintain operational status of all existing building systems, including lighting, HVAC, electrical, fire suppression, and building automation systems. Construction is scheduled over a standard five-day work week from 6:00 AM to 5:00 PM, Monday through Friday, with potential for weekend work if approved in advance by the Owner. The work must accommodate Owner occupancy during construction, with the Owner intending to occupy the project area upon substantial completion. A preconstruction conference must be scheduled within seven days after Notice to Proceed, and progress meetings are required at maximum weekly intervals throughout the construction period.
The technical specifications establish comprehensive administrative and procedural requirements for construction execution, including detailed submittal procedures, schedule requirements, quality control standards, and project documentation. The Contractor must submit a construction schedule within 30 days of Notice of Award, applications for payment by the fifth of each month with supporting documentation, and maintain detailed daily construction reports and material location reports. All personnel working on-site must undergo criminal record checks processed by DPSST at the Owner's expense, with normal processing time of five business days. The project requires coordination with multiple building systems and strict adherence to specifications organized under the CSI/CSC Master Format 50-Division system, covering general requirements, existing conditions, HVAC work, and electrical modifications. Contractor responsibilities include furnishing all labor, materials, and equipment; obtaining necessary permits and trade licenses; managing submittals and shop drawings; and performing all quality control testing and inspections, with costs for retesting necessitated by non-compliance charged to the Contractor.

F. Architect/Engineers’ Digital Data Files: Electronic digital data files of the Contract
Drawings will be provided by Architect/Engineer for Contractor's use in preparing submittals.
