About this opportunity

The City of Philadelphia is soliciting quotes for Voter Registration ID Cards under micro purchase procurement B2728100, with quotes due September 23, 2026 — the same day as posting.

This is a micro purchase capped at $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 to the most recently published CPI-U and rounded to the nearest $1,000. The City will award as a whole or by line item, whichever is in its best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. Award will be made on a firm, fixed-price basis, net of taxes.

The City requires completion of an executed Consent and Authorization Agreement prior to quote closing; this must be attached to the vendor profile in PHLContracts or submitted with the first quote. Submission is electronic only through PHLContracts at www.PHLContracts.phila.gov. Quotes remain valid for 60 days from submission.

All awarded entities must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a $500,000 per occurrence limit, and Automobile Liability insurance with a $300,000 per occurrence limit. The City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes; all pricing must be quoted exclusive of taxes.

The contract term is 365 days from the Effective Date, with automatic termination without notice at the conclusion. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and withhold payment or terminate if the seller is delinquent on any City taxes or debts. Payment is made via electronic deposit only.

Submission of an LGBTQ Applicant Data Form is optional and voluntary; the City uses the data to identify LGBTQ-owned businesses for inclusion in its vendor database.

Detailed technical specifications for voter registration ID card production are provided in the specification document attachments. Contact the Procurement Department at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721 for assistance.
