About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on Von Duprin, Schlage, Ives, Hager, and LCN door hardware products and installation services under RFB 758 2700000166 on behalf of the Kentucky State Fair Board, with bids due October 29, 2026 and bid readings at 3:30 p.m. ET via conference line on the closing date. Reciprocal preference applies to Kentucky resident bidders under KRS 45A.490-494.
The scope is a full-line supply of commercial door hardware from each specified manufacturer — including exit devices, electric strikes, smart locks, door locks, doorknobs, door levers, and handsets — paired with installation and repair services at hourly rates with no trip charges to facilities. Bidders must be authorized dealers for each manufacturer represented. Pricing shall be submitted as discount percentages off each manufacturer's full product line and hourly rates for labor, quoted F.O.B. Destination Freight Prepaid and Allowed. Prices must exclude federal excise taxes and Kentucky sales or use taxes. Prices remain firm for the first twelve months; thereafter, increases require industry-wide justification and thirty days' notice.
The initial contract term is one year from award, with options for four additional two-year renewal periods subject to written approval and potential renegotiation. Award is on a best-value basis: ninety points for price and ten points for delivery timeframe. All bidding occurs electronically through the Kentucky eProcurement system; paper bids are not accepted. Prior to award, vendors must submit Kentucky tax registration forms (Revenue Form 10A100), Certificate of Authority for foreign entities if applicable, and required affidavits. Awarded vendors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million if applicable. Written questions are due October 19, 2026 at 10:00 a.m. ET. The Office of Procurement Services reserves the right to extend use to other state agencies with vendor consent.
