About this opportunity

Volusia County is requesting bids on comprehensive fire extinguisher inspection, testing, maintenance, repair, replacement, and related fire protection services across approximately 118 county-owned and operated facilities throughout Volusia County under ITB 26-B-135JJ, with bids due October 20, 2026 at 3:00 p.m. EST. This is an FAA-funded Airport Improvement Program project incorporating federal compliance requirements, including affirmative action goals for minority participation (6.9%) and female participation (6.9%), DBE participation requirements under 49 CFR Part 26, Davis-Bacon prevailing wage requirements, FAA Buy American Preference and Made in America laws, and debarment and suspension certifications. Local preference does not apply.

The scope encompasses portable fire extinguishers, commercial kitchen fire suppression systems, chemical suppression systems, fire hose equipment, emergency response capabilities, and inventory management at facilities spanning administrative offices, emergency services stations, libraries, medical facilities, water treatment plants, and specialized facilities distributed across municipalities including Daytona Beach, DeLand, New Smyrna Beach, Port Orange, Ormond Beach, and Deltona. The contractor must provide all labor, supervision, equipment, tools, transportation, and materials to maintain fire protection equipment in code-compliant condition per federal, state, and local regulations.

The County will award to one or more responsive and responsible respondents offering best overall value, not necessarily lowest price. Evaluation criteria are total cost, past performance (three relevant project references completed within the last three years), and compliance with specified response times. The initial term is three years with two optional one-year renewals contingent upon mutual written agreement and County Council approval.

Contractors must maintain workers compensation insurance, commercial general liability with $1 million per occurrence and $2 million aggregate, and auto liability with $500,000 combined single limit, with the County named as additional insured and primary and non-contributory. Questions are due October 6, 2026 at 11:59 p.m. EST. No pre-solicitation conference will be held. The County remits full payment on undisputed invoices within forty-five business days; contractors may petition annually for price redeterminations based on documented wage, fuel, or materials increases using the Employment Cost Index or Producer Price Index.
