About this opportunity
The State of Illinois Chief Procurement Office is requesting proposals for video equipment compatible with existing infrastructure and software, with proposals due May 20, 2026.
The scope encompasses video equipment for integration with the state's current systems. No specific models, technical standards, performance parameters, or quantity requirements are detailed in the solicitation notice.
All vendors must execute the Standard Illinois Certifications form (Version 26.2), which mandates compliance with 34 certification requirements covering non-delinquency in educational loans and state debt payments, felony conviction restrictions with five-year waiting periods, prohibitions on bid rigging and collusion, bribery prevention, environmental and labor law compliance, drug-free workplace requirements, equal employment opportunity obligations, cybersecurity clearance, use tax collection responsibilities, U.S.-manufactured steel specifications for public works, foreign labor restrictions, and political contribution limitations. Vendors are obligated to flow-down these same certifications to any subcontractors. For contracts exceeding one year, re-certification is required by January 1 of each subsequent fiscal year or vendors must provide detailed explanations of eligibility changes. False statements or non-compliance expose vendors to contract voidance, debarment, suspension, civil fines, criminal penalties, and liability under the Illinois False Claims Act.
Under Standard Terms and Conditions, the State will make payment in accordance with the Prompt Payment Act, with invoices for services rendered through June 30 due by July 31 of that year. Vendors must obtain prior written approval before engaging subcontractors and maintain general commercial liability insurance of $1 million per occurrence plus worker's compensation coverage. All work product and deliverables become sole and exclusive property of the State as work made for hire. The contract is contingent on appropriated funds and may be terminated for convenience with 30 days' notice or immediately for cause. Vendors must maintain books and records for three years from final payment or contract completion, or five years if federal funds are used.
No contract value, term, incumbent, evaluation criteria, or pre-bid meeting are identified in the notice.
