About this opportunity

The State of Maryland Department of Labor is requesting bids on veterinary services for Rosecroft Raceway in Fort Washington, Prince George's County, under IFB LABOR-FY2026-020, with bids due July 27, 2026 (note: an Addendum #1 clarifies that the bid opening was initially scheduled for July 13, 2026 at 2:00 p.m. EDT; the due date stated in the posting header is July 27, and bidders must acknowledge receipt of Addendum #1 with their submission). This procurement carries a small-business preference: a responsible small-business bidder's offer will be accepted if it does not exceed the lowest non-small-business bid by more than 5 percent; the preference extends to 7 percent for veteran-owned small businesses and 8 percent for disabled-veteran-owned small businesses.

The scope requires a Maryland-licensed veterinarian to perform pre-race blood testing on 10–30 horses on every racing night, draw a minimum of three vials from at least two horses per race within one hour of race conclusion, and maintain detailed specimen records and storage protocols. Racing occurs January–May and September–December, approximately 60 nights annually across two to four days per week, 7:00 p.m. to 12:00 a.m., with 10–14 races per day. The State provides all collection materials and supplies.

The contract term is five years with no renewal options. Bidders must submit pricing on a firm fixed-price daily-rate basis (the spreadsheet automatically calculates totals); estimated racing days are 60 annually but not guaranteed. Bidding is structured as competitive sealed bidding; award goes to the responsible bidder submitting the lowest total evaluated price across five years.

The incumbent veterinarian is Jay Baldwin and Associates (Dr. Jay Baldwin). Required qualifications include current licensure and registration with the Maryland Department of Agriculture Board of Veterinary Medical Examiners (copy must accompany bid). Insurance requirements are Commercial General Liability $1,000,000 combined single limit per occurrence and $3,000,000 annual aggregate, Errors and Omissions/Professional Liability $1,000,000 per claim and $3,000,000 annual aggregate, and Workers' Compensation $1,000,000 per occurrence. Maryland Living Wage Requirements apply (contract valued over $100,000); bidders must complete and submit the Living Wage Affidavit. MBE and VSBE participation goals are 0 percent. No pre-bid conference or site visit will be held. Questions were due June 29, 2026 at 2:00 p.m. EDT.
