About this file
This is a Professional Services Supplemental document issued by the State of Maryland for veterinary services at Rosecroft Raceway, effective July 2024. The supplemental establishes additional contractual requirements beyond the base solicitation, specifically addressing security protocols, personnel management, and compliance procedures for contractor personnel working on racetrack premises. The document outlines mandatory employee identification procedures, security clearance policies, and on-site security requirements applicable to all contractor personnel, particularly those accessing restricted equine-care areas. No specific response dates, due dates, site visits, bidders' conferences, award dates, or contract term information is provided within this supplemental document.
The supplemental clarifies that criminal background checks and security clearances are not required prerequisites for contractor personnel, though the State reserves discretionary authority to refuse any individual deemed to pose a risk to personnel, horses, or facilities based on criminal history or behavior. Contractor personnel must comply with random security inspections, maintain control of veterinary supplies and medications subject to inspection, and adhere to all Maryland Racing Commission and racetrack security policies. The document specifies that personnel substitutions after contract commencement require prior written approval from the Contract Monitor, with unauthorized substitutions constituting grounds for contract termination for default. No DHS Hiring Agreement, Location of Performance of Services Disclosure, HIPAA Business Associate Agreement, or Data Use Agreement is required for this procurement.
