About this opportunity

The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Racing Commission, is requesting quotes for veterinary services at Mountaineer Casino Resort & Races in New Cumberland under CRFQ RAC27-02, with bids due October 29, 2026 at 1:30 PM ET and a mandatory pre-bid meeting that all vendors must attend.

The scope covers pre-race examinations on live race days, live race card and veterinary reporting duties on live race days, test-barn oversight, and veterinary list management on a daily basis. Vendors must hold a Doctorate in Veterinary Medicine from an accredited university, be licensed by the West Virginia Board of Veterinary Medicine, and demonstrate at least five years of full-time racetrack veterinary experience. Insurance requirements are Commercial General Liability of $1 million, Automobile Liability of $500,000, and Professional/Malpractice/Errors and Omissions Insurance of $1 million.

Bidding is structured as an open-end master agreement contract for an initial one-year term with options to renew for three successive one-year periods. Vendors must submit unit pricing for three service categories using the state-provided Pricing Page (Exhibit A): per live race day pre-race exams, per live race day live race card and veterinary reporting requirements, and per day veterinary list work. Alternate pricing pages are prohibited, and failure to complete the pricing page in its entirety results in bid disqualification. Award will be made to the vendor meeting required specifications at the lowest overall total cost. All travel costs and mileage are the vendor's responsibility. Vendor registration with the West Virginia Purchasing Division requires a $125 annual fee.

Technical questions are due October 22, 2026 at 10:00 AM ET. Brandon L. Barr, the procurement officer, is the primary contact at 304-558-2652 or brandon.l.barr@wv.gov. Bids should be submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305.
