About this opportunity
Prince George's County Department of the Environment, Animal Services Division is requesting quotations for comprehensive veterinary services under RFQ WS1806934386, with proposals due September 9, 2026 at 4:00 p.m. Eastern Time (extended from September 3). The County anticipates contracting with two to three veterinarians for on-site services at the Animal Services Facility and an unlimited number for an off-site resource pool.
All veterinarians must hold Maryland licensure. County-based minority business enterprises receive a 15% preference, county-based small businesses receive 12%, and county-based businesses receive 10%.
The scope encompasses intake and wellness examinations, preventive care, vaccinations, disease testing and treatment, surgical procedures including spay/neuter, emergency medical response, diagnostic and radiology services, pain management, humane euthanasia, and pharmaceutical provision. Veterinarians must provide their own stethoscope; the County supplies all remaining equipment and supplies. Services are performed at the Prince George's County Animal Services Facility and Adoption Center and at external locations as required.
The contract term is two years with three optional one-year renewals, contingent on County appropriations and compliance with County-based business participation requirements. Award is expected by October 1, 2026.
Pricing must follow a flat percentage of total cash collections model, fully loaded with no separate fees for reporting, training, implementation, or standard services unless authorized by the County. Best value methodology governs award, considering price, past performance, responsiveness, and supplier certification status but not necessarily selecting the lowest-priced proposal. Contractors must comply with Prince George's County Code Subtitle 10A-144 wage requirements (currently $18.10 per hour effective July 1, 2026) and cannot engage in human sex or labor trafficking. Comprehensive insurance coverage is required, including professional liability. Questions were due August 25, 2026. Addendum No. 1, issued September 2, 2026, extended the proposal deadline and must be acknowledged with the submission.
