About this opportunity
Escambia County is requesting proposals for vending machine services providing snacks and beverages across all county governmental buildings, with proposals due August 25, 2026 at 10:00 a.m. and questions due August 17, 2026 at 12:00 p.m. This is an RFP with a two-phase evaluation process: Phase 1 scores written proposals on five equally weighted criteria (20 points each), and Phase 2conducts interviews and oral presentations for shortlisted firms.
The vendor must supply, install, and maintain all vending equipment at no cost to the county. Machines must be modern models accepting cash, debit, and credit cards with contactless payment capabilities, and must operate 365 days per year. The vendor is responsible for restocking and maintenance, with technicians responding to service requests within one working day. Maintenance in staff-only areas occurs during regular business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.); machines in high-volume public areas must be restocked continuously. Approximately 55 locations across 27 county buildings require a total of 87 machines, with specific product configurations for each site documented in the location inventory. Products must be recognizable name-brand items with proper nutritional labeling, delivered in original wrappers or sanitized bulk dispensers. The county provides electricity and janitorial services around machines.
The contract term is thirty-six months with two optional twelve-month renewal periods, for a maximum of sixty months total. The county may terminate with thirty days' notice; the vendor may terminate with ninety days' notice for good cause. The vendor submits commission fees based on gross receipts (excluding sales tax) within ten calendar days of each monthly period and bears all sales tax, licenses, and refunds. Evaluation criteria are equally weighted: response times for repairs, item costs, commission rates, vending machine and product selection, and prior experience demonstrated by three current contract references. The vendor must carry workers' compensation insurance at statutory limits, general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business auto liability of $1,000,000 per accident. E-Verify compliance, conflict-of-interest disclosures, drug-free workplace certification, and statutory compliance forms are required.
