About this file

This is a Scope of Work document for vending machine services issued by Escambia County, Florida, detailing the requirements for providing snacks and beverage vending services across all county governmental buildings. The vendor must supply and maintain modern vending equipment capable of accepting cash and card payments (debit and credit with swiping and tapping capabilities), with all installation, replacement, and maintenance costs borne by the vendor at no expense to the County. The vendor is required to operate vending services 365 days per year, with maintenance requests and restocking in staff-only areas performed during regular business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.), while machines in public areas with high volume sales must be restocked to ensure continuous product availability. Maintenance technicians must respond to service requests within one working day, maintain distinguishable uniforms, and provide identification for security badge exchange. The contract requires vendors to submit responses addressing five evaluation areas: response time for repairs and service, cost of items, commission rates, vending machine and product selection, and previous experience with at least three current contract references.

Financial terms require vendors to submit a commission fee based on gross receipts by vending unit (excluding sales tax) within 10 calendar days following each monthly period, with the vendor responsible for all sales tax, licenses, fees, and refunds. Product requirements mandate only recognizable, name-brand snacks, candy, and pastry items with proper labeling showing portion size, ingredients, and nutritional values, with items delivered in original wrappers or sanitized bulk dispensers; expired items constitute a contract violation. The County will provide electricity and janitorial services for areas around machines. Selection criteria weight all five proposal areas equally at 20 points each, with no specific contract term, renewal options, or award date identified in this scope of work document.
