About this opportunity
The Michigan Department of Transportation (MDOT) is seeking to procure 45 Industrial Computer Platform (ICP) replacement cards, Model #2000-00361-003, which are critical components of the IRD Isinc WIM system used for commercial vehicle enforcement operations to collect weight, speed, class, and count data on state roads. The current cards are obsolete and prone to database failures; the replacement cards will operate significantly faster, support camera connectivity for enforcement operations, and eliminate database-related failures. Deliverables include all 45 cards delivered within 70 business days of order receipt to the Transportation Warehouse in Dimondale, Michigan, accompanied by comprehensive warranties, technical support with 24-hour issue resolution, detailed setup training, and a designated Contractor Representative available Monday through Friday, 8 AM to 5 PM EST. Required qualifications include strict compliance with the specified model number with no acceptable alternatives, provision of detailed delivery program specifications with optimized packaging on standard four-way pallets, quality assurance documentation, Material Safety Data Sheets for hazardous chemicals, and confirmation that products contain no intentionally added PFAS, mercury, or brominated flame retardants. Evaluation will be conducted on a PASS/FAIL basis for four mandatory criteria: acceptance and completion of the Statement of Work, completion of the Confidential Treatment Form, completion of the Vendor Questions Worksheet, and acceptance of standard contract terms, with contract award to the responsive and responsible bidder with the lowest price. Critical dates include December 23, 2024 at 3:00 p.m. Eastern Time for bidder questions, January 2, 2025 for posting of answers to questions, January 6, 2025 at 3:00 p.m. Eastern Time for proposal submission, and an anticipated contract begin date of February 3, 2025.
The procurement includes consideration for qualified disabled veteran/service-disabled veteran-owned business (QDV/SDVOB) status under MCL 18.1261(8), and the State may evaluate proposals based on total cost of ownership factors, prior performance with the State, and overall economic impact to Michigan. No incumbent vendors or current contractors are specified in the solicitation documents. The contract will utilize Federal Funds, requiring compliance with Federal Provisions as outlined in the RFP addendum, and all proposals must be submitted electronically through the SIGMA VSS system in modifiable format with individual document file sizes limited to 30 MB. The State reserves the right to conduct on-site facility visits, oral presentations, interviews, and reference checks during the evaluation process. Pricing must remain firm for the entire contract term, with payment made via Electronic Funds Transfer following acceptance, and contractors must maintain Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, along with Workers' Compensation and Employers Liability coverage of $500,000 per accident. While no specific budget range is disclosed, contracts equal to or greater than $250,000 require State Administrative Board approval, suggesting the potential contract value may reach or exceed this threshold.
