About this opportunity
The County of Sacramento is issuing a Request for Bid (RFB) for vehicle upholstery repair services to be provided on an as-needed basis for County-owned vehicles as part of the Sacramento County Procurement Alliance (SCOPA), a cooperative purchasing agreement that extends the contract to other governmental, educational, and non-profit entities. The procurement seeks qualified contractors to provide reupholstery services including labor and materials for automotive-grade fabric or vinyl work matching original specifications, with services to be performed at the contractor's facility and the contractor responsible for vehicle transportation between County locations and their shop. Bidders must submit pricing for hourly labor rates for reupholstery work, hourly rates for vehicle transportation, and percentage markups for materials and general overhead; payment terms are Net 30 with F.O.B. Destination, freight prepaid. Key requirements include a one-year warranty on parts and labor from the date of County acceptance, maintenance of work in first-class professional condition without subcontracting, location within a one-hour drive of the Fleet Services Division at 4001 Branch Center Road, Sacramento, and possession of all necessary federal, state, and local licenses and certifications. The contractor must maintain General Liability insurance with a minimum of $2,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 combined single limit, Workers' Compensation coverage, and Garagekeepers Insurance with a minimum of $50,000 per auto, with the County named as an additional insured. Services must be performed within 30 days of service request or as otherwise agreed, and all parts and labor are warranted to be free from defects for 90 days or the manufacturer's warranty, whichever is greater. The deadline for submitting questions is March 17, 2026, with bid submissions due March 27, 2026, at 3:00 p.m. via electronic submission through the SacCountyEbids portal; award is anticipated by April 15, 2026.
Bidders claiming local business preference (5%) or micro-business preference (2%) must meet specific residency, establishment period, and operational criteria within Sacramento County or the regional market area, and award will be made to the lowest responsive and responsible bidder with risk assessment scores and applicable local or micro-business preferences factored into the bid comparison. No incumbent vendors or current contractors are identified in the solicitation materials. The contract will be awarded for an initial 12-month term with the County reserving the right to extend for up to four additional one-year terms by mutual agreement, with a maximum contract value of $84,000; however, the County does not guarantee any specific purchase volume or minimum dollar amount under the resulting contract. Travel costs incurred by the contractor are included within the contract price and must be pre-approved in writing by the Director or designee, with reimbursement limited to IRS Publication 463 and General Services Administration per diem rates. All contractors must comply with workers' compensation requirements and execute indemnification agreements protecting the County. Price adjustment requests must be substantiated with documentation from manufacturers or government agencies and submitted at least 30 days prior to contract anniversary dates, with no retroactive price changes permitted.
