About this opportunity
The California Department of Transportation (Caltrans) is procuring a Vehicle to Infrastructure Communication Monitoring Service to support the deployment of Vehicle-to-Infrastructure (V2I) communication hardware, including Roadside Units (RSUs) and Onboard Units (OBUs), along freeways and at traffic signal intersections. The project aims to enable secure, encrypted, and authenticated communication between vehicles and infrastructure as part of the U.S. Department of Transportation's Connected & Automated Vehicle (CAV) initiative. Caltrans is seeking quotes for the procurement of 181 RSUs in Year 1, 490 in Year 2, and 610 in Year 3, as well as 20, 30, and 40 OBUs in each respective year. The selected vendor will also be required to provide a Security Credential Management System (SCMS) subscription service. The quote submission deadline has been extended to October 8, 2024, with an estimated intent to award on October 22, 2024.
The procurement is subject to small business and disabled veteran business enterprise preferences, with a 25% small business participation goal. The contract will be awarded to the lowest responsive and responsible bidder on an "All or None" basis. The RFQ documents also include provisions related to the use of General Artificial Intelligence (GenAI) technology, which may lead to contract rejection if the risk is deemed unacceptable to the state. There are no listed incumbent vendors or current contractors, and the potential award value or budget range is not provided in the available information.
Opportunity text
Traffic Operations has deployed Vehicle-to-infrastructure (V2I) communication hardware including Roadside Units (RSUs) along freeways and at traffic signal intersections to implement US Department of Transportation (USDOT) goal of deploying vehicle-to-everything (V2X) technology, which enables vehicles to communicate with each other, with other road users such as pedestrians and cyclists, and with roadside infrastructure. Deployment of such devices requires a secure mechanism to transmit and receive information from vehicles to execute security and mobility Connected & Automated Vehicle (CAV) use cases. Security Credential Management System (SCMS) serves as a comprehensive security solution enabling encrypted and authenticated communication between between vehicles and infrastructure (V2I) via a Public Key Infrastructure (PK I) framework to authenticate and verify messages.
