About this file

This document is an Addendum for a Request for Quote (RFQ) issued by the California Department of Transportation (Caltrans) for a Vehicle to Infrastructure Communication Monitoring Service. The RFQ seeks quotes for the procurement of Roadside Units (RSUs) and Onboard Units (OBUs) to enable secure communication between vehicles and infrastructure as part of Connected & Automated Vehicle (CAV) initiatives. The RFQ provides updated timelines, with the quote submission due date extended to October 4, 2024. Caltrans is requesting quotes for 181 RSUs in Year 1, 490 RSUs in Year 2, and 610 RSUs in Year 3, as well as 20 OBUs in Year 1, 30 OBUs in Year 2, and 40 OBUs in Year 3.

The RFQ specifies that the quote must be valid for 60 days and that the award will be made to the lowest responsive and responsible bidder on an "All or None" basis. Caltrans is requesting a fixed cost for the Security Credential Management System (SCMS) subscription service based on the actual number of RSUs and OBUs in active use each year. The RFQ encourages participation from Small Businesses (SB) and Disabled Veteran Business Enterprises (DVBE), and a SB incentive may apply.

Addendum No. 1 PO # 5125*10 / Request for Quote RQS # 5124*16

Vehicle to Infrastructure Communication

NOTICE TO ALL PROSPECTIVE BIDDERS:

Addendum No. 1 is being issued for the above-referenced PO. Offers for this work shall be with the full understanding of this Addendum. All other terms and conditions set forth in PO 5125*10 shall remain in full force and effect.

RFQ has been updated. All quotes shall be in accordance with the updated RFQ, and bidders must submit the updated RFQ with their quote package. Failure to use the correct RFQ will result in their bid being non-responsive.

THE FOLLOWING REPRESENT QUESTIONS ASKED AND THE DEPARTMENTS RESPONSE:

The due date for quote submission has been extended. Please see the updated timeline below:

Question 1:

Is the contract for the procurement of RSUs and OBUs in the quantities mentioned for each year?

Answer:

Yes.

Question 2:

The quote we provide is required to be good for 60 days. Is that 60 days from the payment made by the State or 60 days from the award of the contract?

Answer:

The duration of the quote is determined by the vendor.

Question 3:

Can you provide reference brand/model numbers for comparable RSUs and OBUs that are currently installed or are acceptable to the state? We understand our solution does not have to match that exact brand/model but should be compatible. Please confirm.

Addendum No. 1

PO 5125*10

Answer:

RSU: Yunex Traffic and CommSignia. OBU: Denso and Commsignia.

Question 4:

The typical composition and pricing of the SCMS consists of the establishment of a cloud based SCMS, charging for certificate usage, and tools for managing certificates and devices. CALTRANS is requesting quotes only for OBU and RSU in the RFQ guidelines. Should we calculate the price per RSU and OBU including all these items (cloud based SCMS, charging for certificate usage, and tools for managing certificates and devices)?

Answer:

No.

Question 5:

Do you prefer a fixed cost for unlimited certificate usage, or do you want to be charged based on actual usage?

Answer:

Caltrans is requesting a fixed cost based on the actual number of RSU and OBU in active use each year on a per year basis as outlined in the RFO.

Question 6:

Are there any specific expectations regarding SCMS operation/service/engineering support? If the goal is to establish a statewide SCMS service, it is likely that engineering support will be needed for RSU/OBU provisioning and other tasks.

Answer:

No, other services beyond those included in the RFO are being requested at this time.

Question 7:

Are there any existing systems that need to be considered for integration? For example, any data centers or legacy systems?

Answer:

No.

Question 8:

Is the number of OBUs and RSUs confirmed? We would like to confirm the cumulative volume of 90 OBUs and 1,281 RSUs?

Answer:

Yes. The actual and projected 3-year quantities are provided in the quote.

Question 9:

Is the schedule inclusive of a Proof of Concept (PoC), or are we proceeding directly with the establishment of the entire system? Please provide information on the overall timeline (which may be subject to change)?

Answer:

Caltrans is only requesting the SCMS subscription service.

Question 10:

Misbehavior Detection is in early stage of deployments across the industry. If Misbehavior Detection is desired, could you detail the specific functions and methodologies. We have our own methodology, but do you anticipate detecting the misbehavior in a particular methodology?

Answer:

Caltrans is only requesting the SCMS subscription service.

Sincerely, Michelle Garcia IT Contract Analyst
