About this opportunity

Sacramento County is conducting a Request for Bid (RFB #2022-RFB-0026) for Vehicle Purchases utilizing Triple Net Pricing, seeking to establish a pool of qualified factory authorized dealers for purchasing current model year automobiles, light trucks, vans, and medium duty cab and chassis units up to 19,500 pounds GVWR. The procurement will cover both Sacramento County and San Francisco City jurisdictions, with the intent to award multiple one-year contracts that can be renewed for up to four additional years. Bidders must be factory authorized dealers submitting competitive markup costs over their Triple Net invoice for each vehicle make, with dealers expected to offer vehicles ranging from sub-compact to medium duty truck classes. Evaluation criteria will consider lowest responsive and responsible bid, taking into account factors such as suitability to purpose, quality, service, previous experience, life cycle cost, and delivery capability. The bid responses are due on May 13, 2022, at 3:00 pm, with an anticipated contract award date of May 31, 2022, and electronic submissions required through the ProcureNow platform.

The solicitation includes provisions for local and micro-business preferences, offering potential 5% local and 2% micro-business price preferences for qualifying vendors. Markup percentages are strictly controlled, with 5% allowed for factory-authorized aftermarket options and 10% for additional equipment installed after dealer receipt. Bidders must have been a factory-authorized dealer for at least three years and provide a dedicated account representative. While no minimum or maximum purchase quantities are guaranteed, the County reserves the right to award contracts to multiple dealers, with one contract per vehicle manufacturer. Dealers must submit detailed references, preferably from government agencies or large fleet customers, demonstrating their capability to deliver vehicles. The procurement does not specify a precise budget range, but the flexible structure allows the County to purchase vehicles from multiple dealers based on specific departmental requirements without commitment to a single contractor.
