About this opportunity
This state and local contract opportunity is for vehicle maintenance and repair services for the Abilene State Supported Living Center (ABSSLC) in Texas. The Texas Health and Human Services Commission (HHSC) is seeking to establish a contract(s) for as-needed general vehicle repair services, including air conditioning/heating systems repair and maintenance, for the ABSSLC motor pool fleet. The Invitation for Bids (IFB) requires bidders to provide detailed pricing on a Pricing Sheet, document relevant experience and qualifications, and complete a HUB Subcontracting Plan. The contract will be awarded to the bidder providing the best value based on meeting requirements, delivery capabilities, and price. The required response deadline is July 15, 2024, with an anticipated contract start date of September 1, 2024 for a five-year term. The historical spend for these services is $60,000 for the prior three-year period.
The HHSC has determined that subcontracting opportunities are probable under this contract, and all respondents, including Historically Underutilized Businesses (HUBs), are required to submit a completed HUB Subcontracting Plan (HSP) with their bid response. The HHS HUB utilization goal for this "Other Services" procurement category is 26.0%. Respondents can meet this goal through various methods, including using only HUBs, utilizing a Mentor-Protege arrangement, or through a good-faith effort to subcontract with both HUBs and non-HUBs. The contract documents do not specify any incumbent vendors or current contractors, or provide a budget range for the award.
