The City of Detroit Office of Contracting and Procurement is requesting quotes for vehicle glass replacement and repair services, with quotes due November 18, 2026 at 3:00 PM EST and questions due November 9, 2026 at 3:00 PM EST. Respondents must be registered in Bonfire (EUNA Procurement) to download documents and submit bids; late or emailed submissions will not be accepted.
The scope covers front, side, and rear glass replacement and repair, seal replacement, and defrost wiring services for both automotive and heavy-duty construction equipment. Ford models (F150, Taurus, Maverick) spanning 2008–2025, Smeal Pumper and Aerial equipment, and Advanced Driver Assistance System (ADAS) calibration capability are specified. Quantities range from 6 to 15 units per vehicle type, though these are for award determination only and not guaranteed minimums. Respondents must submit itemized pricing for product costs and installation labor rates segmented by time of day and day of week (weekday morning, evening, overnight, Saturday daytime, Saturday evening, and Sunday/holiday), plus part discount percentages. Labor rates will be reduced by 1 percent in years two and three.
Minimum qualifications include at least five years of automotive glass replacement and repair experience, Auto Glass Safety Council (AGSC) registration with certified technicians, ADAS calibration capability, and location within a twenty-five mile radius of Detroit. Services will be performed at four primary Fleet Service Garage locations: Davison Yard, Street Maintenance, Russell Yard, and Fire Apparatus, with additional service locations as needed. The contract term is two years with renewal options subject to Detroit City Council approval.
Insurance requirements are Property Damage Insurance of $100,000, Commercial General Liability Insurance of $300,000 minimum, and Workers' Compensation coverage. Award will be on a low total net bid basis. The City encourages use of small and minority businesses, women's business enterprises, and Detroit residents; vendors holding a CRIO-issued Detroit Based Business certificate may be eligible for equalization credit. Respondents must complete the Respondent Questionnaire and provide three references from the previous five years. Pre-award conditions include notarized City of Detroit Consolidated Affidavits, three years of financial statements, proof of active SAM registration, and evidence of City of Detroit Treasury Clearance submission.
