About this file
This is a Request for Quote (RFQ) template issued by the City of Detroit Office of Contracting and Procurement for Vehicle Glass Replacement and Repair Services. The RFQ solicits qualified respondents to provide front, side, and rear glass replacement and repair, seal replacement, and defrost wiring services for both automotive and heavy duty/construction equipment windshields and windows. The template indicates that questions must be submitted through the Supplier Portal by a specified deadline, with answers distributed prior to the quote due date. Respondents must register in Bonfire (EUNA Procurement) to download bid documents and submit bids; quotes submitted outside this platform will not be accepted. The RFQ specifies that quotes are due by a date and time to be determined by the City, with late or emailed submissions rejected. The contract term will be established by the City, with renewal options subject to Detroit City Council approval and signature by the Chief Procurement Officer. The City anticipates one or multiple awards based on contractor ability and equipment as described in specifications.
Pricing must be quoted on all items with firm prices for the entire contract period unless alternative pricing structures are selected by the respondent. All prices should be F.O.B. delivered to specified City locations. Vendors must be registered in the City of Detroit Vendor Portal to submit invoices and receive payments under NET 30 Day terms. The City requires vendors to maintain appropriate insurance coverage, including Commercial General Liability insurance with minimum combined single limits of $1,000,000 per occurrence and a minimum aggregate limit of $2,000,000, as well as Workers' Compensation and Automobile Liability insurance. Contractors may begin work only upon receipt of both the Contract Purchase Agreement (CPA) and Standard Purchase Order (SPO); work commenced without the SPO is subject to payment delays or non-payment. The City reserves the right to reject any and all quotes, cancel the solicitation, and delete individual items from awards, and protests may be filed with the Chief Procurement Officer within specified timeframes.
