The scope is comprehensive adaptive equipment installation including a power in-floor minivan conversion, primary driving controls (electronic hand controls with gas/brake, steering knob, heavy-duty battery), secondary controls (remote control package), wheelchair/scooter restraint systems (power six-way transfer seat, CCI power docking station for mid-row scooter), and transportation/consumer pickup services. All work must comply with National Mobility Equipment Dealers Association (NMEDA) QAP/MQAP certification standards and Federal Motor Vehicle Safety Standards (FMVSS). The contractor must provide one year of maintenance (parts and labor) for all installed equipment and manufacturer warranties for a minimum of one year from project completion.
The contract term is one year base with no renewal options; place of performance depends on the awarded contractor's location. Bids are evaluated on a firm fixed-price basis, with award to the responsible bidder submitting the lowest responsive bid. No MBE, DBE, or VSBE participation goals are established. The contract is federally funded through the Rehabilitation Act of 1973 (CFDA 84.161). Contractor personnel must display company identification badges on State premises; no criminal background checks or security clearances are required.
A pre-bid conference is scheduled for July 1, 2026 at 9:00 AM via Google Meet. Written questions are due July 6, 2026 at 2:00 PM. Bidders must submit three professional references and evidence of prior state contract experience. Required insurance includes Commercial General Liability ($1 million combined single limit/$3 million aggregate), Errors and Omissions/Professional Liability ($1 million/$3 million), Workers' Compensation ($1 million per occurrence), and state-minimum Automobile/Commercial Truck coverage. Bidders must register with the Maryland Department of Assessments and Taxation before award.
