About this opportunity

The Georgia Department of Administrative Services (DOAS), Surplus Division is requesting quotes for vehicle auction services under eRFQ to establish contracts with one or more qualified vendors, with quotes due November 5, 2021. DOAS seeks vendors to transport, receive, store, redistribute, and auction surplus state vehicles to the public.

The scope covers sedans, pickup trucks (up to 1 ton), vans (step and passenger), motorcycles, and other utility equipment — defined as vehicles capable of carrying at least a driver, titled and tagged in Georgia, and driven on highways or streets. Vendors must manage the full disposal cycle, including transportation and storage of vehicles from multiple state agencies that lack on-site sales capacity. The objective is to maximize the state's return on investment through a network of qualified suppliers.

The solicitation is issued under the State Purchasing Act (OCGA 50-5-50 et seq.) and OCGA 50-5-141, which directs DOAS to manage redistribution, sale, and disposal of Georgia's state surplus personal property. A Q&A document is attached and was posted October 27, 2021 to address supplier inquiries on requirements, evaluation criteria, and contract terms.

Opportunity text

Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Quotes (¿eRFQ¿) is being issued to establish a contract with one or more qualified suppliers who will provide Vehicle Auction Services to the Department of Administrative Services (hereinafter, ¿the State Entity¿) as further described in this eRFQ. OCGA§ 50-5-141 requires the Georgia Department of Administrative Services (DOAS), Surplus Division to manage the redistribution, sale and disposal of Georgia's state surplus personal property. DOAS seeks qualified vendors to transport, receive, store, redistribute and auction surplus state vehicles (cars, light trucks and vans) to the public. Vehicles represent a unique commodity class in surplus. Many agencies do not have sufficient space or personnel to conduct on-site vehicle sales. The goal of this solicitation is to develop a network of qualified vehicle auction suppliers that will manage the disposal process and increase the state's return on investment. Vehicles are defined as equipment able to carry at least a driver, is capable of being titled and tagged in the state and driven on highways or streets. Vehicle classifications include (but are not limited to) sedans, pick-up trucks (up to 1 ton), vans (step, passenger, etc.), motorcycles, and/ or other utility equipment.
