About this file

This is a Supplier Questions and Answers document related to a Vehicle Auction Services Request for Quotes (eRFQ) issued by the Georgia Department of Administrative Services (DOAS), Surplus Division. The solicitation seeks qualified vendors to provide comprehensive vehicle auction services, including transportation, receipt, storage, redistribution, and public auction of surplus state vehicles such as sedans, pickup trucks, vans, motorcycles, and utility equipment. The eRFQ is issued pursuant to the State Purchasing Act (OCGA 50-5-50 et seq.) and is intended to establish contracts with one or more qualified suppliers to manage the disposal of Georgia's surplus personal property vehicles and maximize the state's return on investment across multiple agencies that lack sufficient space or personnel to conduct on-site vehicle sales.

The document serves as a question-and-answer resource for potential bidders seeking clarification on solicitation requirements, evaluation criteria, and contractual terms. As a Q&A file, it reflects inquiries submitted by suppliers interested in the vehicle auction services contract and the corresponding responses provided by DOAS to ensure all bidders have consistent and accurate information for proposal development. This resource supports transparency in the procurement process and enables qualified vendors to submit competitive, compliant bids for the establishment of a network of vehicle auction suppliers to support Georgia's surplus property management objectives.

Answers

1. 1.

What are the names of the currently contracted vendor(s) for these services? Please include subcontractors.

Please submit a request to Records Management Records.management@doas.ga.gov

2. 2.

What are the vendor(s)’ fees under the current contract? Please include cost per mile for vehicle transportation services, as well as the Buyer’s Premium.
Attachment F- Cost Worksheet
Fee structures are irrelevant for this RFQ. We are moving from a commission-based fee to a bidder’s premium. For additional information, please submit a request to Records Management Records.management@doas.ga.gov.

3. 3.

Is the vendor required to hold both an auction firm license and an auctioneer license in the State of Georgia, or is either acceptable?
Questions #2-3 of Attachment E-Mandatory Requirements
Bidders/suppliers must be compliant, at a minimum, with O.C.G.A. 43-6-11.1.

4. 4.

Is DOAS only interested in live auctions with concurrent simulcast bidding online, or will vendors proposing online-only auctions be considered?
Question #7 of Attachment E-Mandatory Requirements
Preference is concurrent simulcast with online bidding but not required.
5.
How many vehicles need to be transported offsite for auction annually? Please segment into passenger vehicles, heavy-duty trucks, heavy equipment, etc., if possible. Monthly numbers are appreciated as well, if available.

Vehicle transportation depends on agency funding. It is not currently possible to estimate availability and quantity.

There will not be any heavy equipment, only sedans, light pickups, and vans.

6.
What is the historical annual sales revenue for these vehicles/service?

Vehicle availability changes year over year. Historical sales revenue is not an accurate projection of future sales.
