About this opportunity
The Massachusetts Department of Conservation and Recreation is requesting proposals for the purchase, installation, and commissioning of EV charging equipment at Blackstone River and Canal State Park for fleet use, with proposals due April 10, 2026 and a mandatory site meeting on April 2. Vendors must be registered on Commbuys and comply with posted Office of State Purchasing fee schedules; bids exceeding those amounts will be disqualified.
The scope encompasses furnishing, installing, connecting, and commissioning EV charging stations, subpanels, wall-mount guards, wiring, conduit, circuit breakers, junction boxes, and associated hardware and labeling in accordance with the National Electrical Code and applicable local codes. The vendor must obtain required permits and inspections, coordinate site access with DCR, provide a project schedule, and deliver electrical as-built documentation upon completion. All deliverables must meet accessibility standards under Executive Order 614 and the Americans with Disabilities Act Title II.
The project completion deadline is June 30, 2026, with an estimated award date of May 1, 2026. Evaluation will be based on cost, schedule, and bidder experience. Questions are due April 3, 2026 at 3:00 PM, with answers provided by April 7 at 4:00 PM.
A bid amendment has been issued; vendors must acknowledge receipt and incorporate changes into proposals. DCR reserves the right to reject any or all quotes, negotiate with vendors, or cancel the RFP in part or entirely. No additional compensation will be provided for work restrictions that may be imposed during the FIFA World Cup event scheduled for June, July, and August 2026. Contact James Luke at james.luke@mass.gov or (617) 686-5460 for further information. The site address is 271 Oak Street, Uxbridge, MA 01569.
