About this opportunity

The State of Maine is soliciting bids for a Veeder Root Model TLS-300c automated tank gauge (ATG) system, with proposals due May 31, 2011. This is a single-source equipment specification for underground storage tank monitoring.

The TLS-300c is designed to measure fuel levels, temperature, water content, and product identity, with capabilities for remote monitoring, data transmission, and alert generation for tank management operations. The system includes specified hardware components, probe configurations, and software functionality required for fuel distribution and inventory management. Integration with Maine's existing fuel-management infrastructure is implied by the technical specifications.

Bidders must submit a Certificate of Eligibility and Debarment certifying that they are not debarred, suspended, or declared ineligible by any federal department or agency; have not been convicted of fraud, criminal offenses, anti-trust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receipt of stolen property within three years preceding submission; are not presently indicted or criminally or civilly charged with such offenses; and have not had any public transactions terminated by default within three years. Bidders unable to certify must provide written explanation to the State of Maine.

Standard Maine Division of Purchases terms apply, including one-year warranty on product fitness, quality, merchantability, and freedom from defects following final acceptance; strict adherence to delivery schedules with expedited-routing cost borne by contractor if delays occur; right of inspection and rejection of defective articles or shipments with ten percent defect threshold; and contractor indemnification of the Bureau of General Services. The contractor must comply with applicable federal, state, and local laws including environmental and energy-efficiency standards and may not assign or subcontract without prior written Division consent.

No contract value, term, incumbent, or evaluation criteria are specified in the available procurement documents.
