About this file

This document is a specification sheet for a Veeder Root Model TLS-300C fuel tank monitoring system related to a Maine state and local contract opportunity. The specification details the technical requirements and features of the TLS-300C, which is an automated tank gauge (ATG) system designed for monitoring underground storage tanks. The document outlines the system's capabilities for measuring fuel levels, temperature, water content, and product identity, along with its ability to generate reports and alerts for tank management operations. The TLS-300C is equipped with communications capabilities for remote monitoring and data transmission, and the specifications include information about the system's hardware components, probe configurations, and software functionality required to meet operational standards for fuel distribution and inventory management.

The specification document establishes the technical parameters and compliance requirements that prospective vendors or incumbent suppliers must meet in providing or maintaining this equipment for Maine operations. The TLS-300C specifications address hardware durability, accuracy standards, and integration capabilities necessary for reliable tank monitoring in fuel management applications. No specific pricing, award dates, contract term, renewal options, or procurement timeline information is provided within this specification document, as it serves as a technical requirements document rather than a complete solicitation or bid document.

C. Installation Summary of Work:

The work to be completed on this project consists of providing all plant, labor and materials to complete the following major descriptive items. .

1.1 Purpose is to install a Veeder Root Model TLS -300C or newer model that will monitor tank levels and tank /piping leak detection(for 4 tanks), with alarms to meet State and Federal guidelines for above ground tanks as stated in this statement of work.

1.2. The inspector shall be licensed State of Maine tank installer. Contractor will be responsible for performing all tests and inspections to assure the proper system operation and reporting capabilities.

2. BASE STANDARDIZATION PROGRAM

2.1. Above Ground Tanks

2.1.1. For instances that Fuel Oil, Diesel Tank, Mogas Tank or Underground Sump controls are deemed to need replacement, the Government will require them to be replaced with a Veeder Root Model TLS -300C or newer model if the 300c is discontinued. The alarms required for each tank are as follows:

2.1.1.1. Interstitial monitoring of the Fuel Oil/Mogas/Diesel Tank

2.1.1.2. High Level Alarm

2.1.1.3. Low Level Alarm

2.1.1.4. Piping sump( floor area)

2.1.2. General information applicable to all installations

2.1.2.1. Each Fuel Oil, Mogas, Diesel or JP-8 tank will require a separate remote alarm panel to be located outdoors on the wall next to the fill station to tell the delivery driver when the tank is getting full by aid of an audible alarm/visual light and manual reset button. Remote exterior monitor units located next to the tanks must be in waterproof boxes with some form of heater inside to remove moisture or condensation so terminals inside will not corrode. This will be required for all new control units.

2.1.2.2. The main monitor control panel will have a printer incorporated to print out problems on a hard copy paper tape for record-keeping purposes.

2.1.2.3. Any new tank connections with probes or sensors should be installed with quick disconnects where possible, versus threaded pipe applications, for ease of probe removal.

2.1.2.4. All new main monitor control units must be located in a warm room out of the weather. For Bangor, main control monitor units will be located in Boiler Rooms or in this case inside of the Pump House where the FP-1 through FP-3 manometers are coming off the wall.

2.1.2.5. Contractor to provide wiring from the new monitor panel to the Monaco Panel for sending alarms to the fire department for :

2.1.2.5.1. Low fuel alarm for each of the (4) diesel tanks

2.1.2.5.2. Containment leak should a tank rupture, in the tank storage room.

2.1.2.6. Contractor will be responsible for removal of the (4) existing manometers and tubing, and to plug any unused piping holes that were created during the removal process with cement to maintain fire rating integrity.
